Heat 2 teaspoons of olive oil in a saucepan, add onions, and cook until soft, about 3 minutes. Stir in garlic and cook for one minute. Add mixed vegetables and raisins and stir to coat. Stir in the rice. Mix soy sauce, the remaining teaspoon of olive oil, and green onion in a bowl with a pinch of salt. Add to the rice and vegetables and stir constantly for 2 minutes.
